Please be informed that the online application for HECAS 2010 (2nd Round) will be officially closed on Wednesday, 25 August 2010 after 2:00 p.m. Please make sure all HECAS 2010 (2nd Round) application forms are submitted online before the closing date.

It is the responsibility of every applicant to make sure all information entered is correct and complete. Higher education institutions and Scholarship section of Ministry of Education Brunei Darussalam reserve the right to reject applications which are incomplete, containted false information or received after the closing date.

Hecas 2010 (2nd Round) online application will commence on 9 August 2010 at 7:45 am. The Closing date for online submission is set at 3 working days after the announcement of the GCE 'A' Level June result. The actual closing date will be announced later in the HECAS website.

Please read all information listed below before starting the application process:

1) The HECAS 2010 online application is only for citizens and permanent residents of Negara Brunei Darussalam who are qualified and interested to apply for Diploma, Higher National Diploma or 1st Degree programmes. Foreign applicants who wish to apply to these programmes can contact the Admission Office of the respective Higher Education Institutions to obtain the prescribed application forms.

The programmes available for this intake are shown on the table below:

Please read the 'Entry Requirements for HECAS' for the entrance requirements to local higher education institutions or for overseas scholarship/

Applicants who wish to apply for Postgraduate, Master or PhD programmes offer by local Higher Education Institutions can go directly to the Admission Office of the respective Higher Education Institutions to obtain the prescribed application forms.

As for oversea scholarship for Master or PhD programmes, applicants can obtain the prescribed application forms from the Scholarship Section, 5th Floor, Block C of the Ministry of Education.

2) Applicants who applied to HECAS 2010 (1st Round) and were not successful can retrieve their previous HECAS 2010 (1st Round) online form by sending a SMS request to 8885555 and type "hecas resubmit <IC Number>". A one time charge of $5.00 is applicable for the resubmission.

3) Please follow the procedure posted on the 'Guidelines' to access the system.

4) Applicants who are currently studying at local universities or on oversea scholarship are not allowed to re-apply or change to a new programme through HECAS.

5) Applicants who wish to apply only for overseas scholarship MUST also apply for at least ONE programme offer by local universities.

6) Please be informed that the Brunei Cambridge GCE 'AS' Level qualification is not considered as Brunei Cambridge 'A' Level and this qualification will not be used in calculating the total point obtained by an applicant.

7) Applicants are only allowed to select TWO programmes from each of the local universities (UBD, UNISSA, ITB) or for overseas scholarship. The maximum number of programmes that applicants can select is SIX.

Applicants must select and enter the programmes of their choices in the order of their preference, i.e. the 1st choice would be ranked as the most preferred by the applicant, followed by less preferred programmes ranked as second choice, third and so on.

8) The charges are based on the number of programmes selected as per below:

9) Applicants who have successfully registered and submitted the HECAS online forms are required to print out and submit these forms together with their photocopied identification cards, birth certificates and relevant academic achievements such as GCE 'O' level, GCE 'A' level, National Diploma, Higher National Diploma and others to the institution/section they have applied to.

For example, if an applicants applied to UBD, ITB and UNISSA, then he/she needs to send the HECAS online form together with the photocopied information to UBD, ITB and UNISSA. All photocopied academic achievements to be submitted must be certified by the last school/institution attended.
